SBA SCALE Program 2026 – Apply for Up to $500,000 in Supply Chain Funding
The SBA SCALE Program 2026 is a major federal funding opportunity for organisations that help small businesses become stronger and more competitive suppliers within strategically important United States industries.
SCALE stands for Supply Chain Acceleration and Logistics Enablement. The programme is administered by the US Small Business Administration’s Office of Investment and Innovation.
A total of $9 million is available, with the SBA expecting to make approximately 20 awards. Successful applicants may receive up to $500,000 for a 24-month project. The current official Grants.gov listing states that applications close at 4:00pm Eastern Time on 7 August 2026.
This is not primarily a grant for an individual small business to purchase equipment or fund its own expansion. It is intended for organisations that will design and deliver programmes supporting groups of small businesses within critical supply chains.
What Is the SBA SCALE Program?
The SBA SCALE Program funds organisations that help small businesses overcome barriers affecting their ability to participate and grow as suppliers.
These barriers may involve technical capability, workforce shortages, production readiness, operational systems, market access, customer relationships or industry-specific supply chain requirements.
Funded organisations may provide accelerator programmes, technical assistance, supplier readiness assessments, manufacturing modernisation support, customer matchmaking, workforce assistance, technology deployment support and industry engagement.
The wider goals are to strengthen domestic supply chains, improve production capacity, expand small-business participation and create measurable business growth.
How Much Funding Is Available?
The programme has $9 million in total FY2026 funding.
Approximately 20 awards are expected, and applicants can request any amount from $1 to $500,000. The project and budget period will last 24 months, with projects expected to begin on 30 September 2026.
There is no stated cost-sharing or matching-fund requirement on the official opportunity listing. However, every proposed expense must be necessary, reasonable, allocable to the project and consistent with applicable federal cost principles.
Which Supply Chains Are Eligible?
Every proposal must focus on one of six priority supply chains:
- advanced manufacturing;
- biotechnology and biomanufacturing;
- defence industrial-base technologies and components;
- energy, critical materials and industrial inputs;
- food supply and agricultural systems;
- transportation, logistics and industrial infrastructure.
Applicants are not restricted to one particular technology or production process. Nevertheless, they must identify a real constraint within the selected industry and show how their proposed programme will improve small-business participation or supplier performance.
Who Can Apply for SBA SCALE Funding?
Eligible applicants include public or private entities, nonprofit organisations and institutions intending to deliver accelerator programming, technical assistance, industry engagement or similar support to small businesses in the priority supply chains.
The Grants.gov listing specifically includes small businesses, other for-profit organisations, qualifying nonprofits, public and private higher-education institutions, city or township governments, county governments and certain Native American tribal organisations.
An organisation may submit only one proposal. It must also have an active Unique Entity Identifier, commonly called a UEI, obtained through SAM.gov.
Applicants may be automatically disqualified if they have unresolved federal financial obligations, are suspended or debarred, have certain unresolved audit deficiencies, filed for bankruptcy during the previous five years or intend to act only as a pass-through while another organisation manages the project.
What Should the Application Include?
The application package must contain a one-page cover letter, technical proposal, organisational qualifications, budget information, supporting attachments and required federal certifications.
The technical approach must not exceed five pages. It should explain:
- the selected supply chain and the specific constraint or supplier gap;
- qualitative and quantitative evidence proving that the challenge is significant;
- the small businesses affected by the problem;
- the support programme that will address the challenge;
- proposed partnerships, recruitment plans, milestones and measurable outcomes.
Applicants are also allowed up to five pages to present organisational qualifications, including their experience, project team, management approach and plan for sustaining the programme after the two-year grant period.
How Are SBA SCALE Applications Scored?
The technical approach accounts for 80 points, making it the most important part of the proposal.
The supply chain challenge and supporting evidence are worth 20 points. The small-business support programme is worth 45 points, while project milestones and outcomes are worth 15 points. Organisational qualifications account for the remaining 20 points.
Applicants should therefore avoid submitting a general entrepreneurship or business-training proposal. The programme must respond directly to a clearly demonstrated supply chain problem.
A competitive proposal should include reliable industry data, defined participant numbers, named or well-developed partnerships, practical support activities and measurable results. Outcomes might include businesses qualifying as suppliers, obtaining contracts, increasing production capacity, completing technical certifications or entering new procurement networks.
How to Apply for the SBA SCALE Program 2026
Applications must be submitted electronically through Grants.gov. Organisations that are not already registered may need to complete their UEI, SAM.gov and Grants.gov registrations before they can submit.
Federal registration can take several days or longer, so applicants should not leave this process until the final week.
